1987 – 1991 – Ministry of Foreign affairs of the USSR, assistant to the Minister for economic problems, head of the office of international economic relations, diplomatic rank: envoy extraordinary and Minister plenipotentiary of I class (1991).
1991 – 1994 – Vice Chairman of the Government of the Russian Federation. Simultaneously held the position of Minister of labor and employment; Minister of economy; Chairman of the Russian Agency of international cooperation and development.
1998 – Vice Chairman of the Government of the Russian Federation for problems of finance and economy.
1994 – 2002 – deputy of the State Duma of 3 convocations, chairman of the State Duma Committee on credit organizations and financial markets.
Since 2005 – President of the Russian Union of Industrialists and Entrepreneurs.
