1989 – graduated from Moscow State institute of International Relations of the Ministry of foreign affairs of the Russian Federation, PhD in economics.
2004 – 2005 — chairman of the board of the joint-stock bank Moscow bank of reconstruction and development (MBRD).
2005 – 2009 — chairman of the board of directors of JSB MBRD, senior vice president, head of the complex of foreign connections JSC System.
2009 – 2010 — deputy chairman of the board of directors of JSC System.
2010 – appointed Minister of Moscow Government, head of the Department of foreign economic and international connections of the city of Moscow.
Awarded with Diploma of the Government of the Russian Federation.
